This is very possible. All you need to do is add a new type of werewolf like race to make the NPCs and have them transform into whatever creature you want them to transform into.

Go in your house and wait for 30 days and the SkyMoMod creatures should spawn. The reason you're not seeing them is because they haven't spawned yet and it takes 30 in game days for all the creatures to completely respawn.
