We had a single programmer for each faction as having more complicated things greatly when trying to join all the code together.
You right about the limited modding possibilies of RA3, the SDk is only half finished and EA seems incapable of mending it. They missed out important things such as AI and music amongst other things.

I believe the MOD SDK doesn't allow you to do it.
There won't be any new campaignes as the mod SDK doesn't currently allow it.
We have no idea at the moment, it will be done when its done. Say a couple of months.

Poly count can go as high as 30000 in RA3 or so i'm told.
Were not using them at the moment.
T3, the assult destroyer is a sea unit, this fly's. It also has a bunch of drones defending it.
The problem with the replicaturus is that it was no way of moving and coding it to replicate would be difficult, if not impossible.
This model will now be a heavy tank.
