You should just modify the Homeworld Classic Enhanced mod so it works with this mod. It would provide all of the hw1 gamerules. It seems easy enough if you know how to work with .lua files.

The file "Data\Scripts\externalized_object_list.lua" can be reconfigured to make the gamerule work with other mods (thereby eliminating the need to edit "gameplayrebalanced.lua" itself).
