The mongol halberd fix seems to be missing, seems to just be linked to the no garrison script.

I tried installing this but when I select int from the mod list in game and hit enable it gets to the loading screen and then immediately has a minidump error. I used large address aware. I have forbidden worlds but don't have stellar phenomena (don't know if the mod needs or has a problem with either of these)
