The compass map markers are gone, all the people etc. It's all empty. It this by design?

I did not see any new monsters at first until I recently ran the "Skyrim Save cleaner", after that I ran into at least a dozen within 10 minutes.

But I have some monsters that stay in the default static position and are not animating, and some dead ones look like they are running in place.
