Actually there is one in-game book I know of that I came across while playing Oblivion. I remember it very well, because the precise nature of the Tsaesci always seemed so mysterious, with contradictory descriptions, and the details in this book, "2920 Morning Star Book 1" were so clear. When I saw the comments on here, I hunted down a link on-line where you can read the "book", and its description of an arena duel between "Prince Juilek", the son of Emperor Reman III, and "Savirien-Chorak", the son of the Emperor's Akaviri Tsaesci advisor, Potentate Versidue-Shaie. It very clearly describes them as "snake people" with thin faces, deceptively thin arms, scaled skin, and tails.
The account of their duel includes various references to the Akavir's unique anatomy, and how he uses it in combat. Are there humans in Akavir that were conquered and assimilated by the Tsaesci long before they ever invaded Tamriel? Likely, yes. Especially if its true that some Cyrodillic nobles have Akaviri blood, since it suggests that the species can interbreed (creepy as that is!) Here's the link:
