The conplexity of the engines and quality of the graphics makes a decent mod require more time to complete than the game is likely to remain popular.

There are few mods I like, but I really like this one. The classic fantasy settings are great, cliche or not.
Are you planning on upgrading the maps?
The mod is a nice idea and some of the stuff looks very good. But, the maps have a definite HL look to them. Is this a HL or Hl2 mod?
I think it would be a lot more fair to categorize mods by game. Most gamers will be playing HL2 or BF1942 (or some variation). That means they are most likely to win such a competition, even though a mod for a game that isn't real popular could be much better.
I'm sure HL2 will have a substantial player base, but a mod of the type you intend to make will require considerably more effort than it would using a Q3 engine simply because the expectations are so much higher. I think your idea has some merit. That genre has always been a favorite of mine. But I would not attempt it on an engine I didn't have several years experience with.
To me the ET engine is perfect because I'm not dependent on the existing player base. I don't even bother going to ET sites. I have enough past mod success that I just send my completed projects to a couple of PC game magazines and they include it in their CD/DVD that goes with the mags.
If you decide to give up doing your mod for HL2, and want to try another engine come talk to me in a few months. I have a new ET engined game to finish first.
ET is a free game with a considerable player base that continues to grow. No there are not any decent mods (well not many) for it. But, it's completely free, has PB support, download redirect, GMax, their own version of Radiant and all source code and model and animation formats. You can use the engine for any game you want and if it's decent people will play it, because the entire thing is free.
The code looks easy enough to work with. Too bad nobody plays the game.
