Is this a shrine to Talos ?
Yes it is. Talos-worship is still permitted in the Frontier since it's not an official part of the Empire and not affected by the White-Gold Concordate. This particular shrine is found in Castle Lone Wolf, where the Crusaders live. They consider themselves the last defenders of Talos and have been having a boost since the worship of him was outlawed.
Can the player join them ?
I thought that would be fitting since the player is the Dragonborn.
