Oh, and, the one with his head made away is probably Dr.Breen, cause no scientist liked him after he made a contract with evil aliens.
Your right it is Dr. Breen it was in a Valve blog somewhere, Gabe revealed a few things that people had been seriously pestering him with... XD. And about the whole whos more evil I think Breen because he sold our planet out from under our feet to the combine wheras the G-man is actually an employee of someone just doing their bidding (ending scene in half life 1 he talks about his employers)
Hmm, hard to say who is more evil, the G-man controls life and takes away freedom of a person and changes his live and the lives of persons around him for his own egocentrical aims.
Dr.Breen makes a contract with the Combine in order to keep the world from being destroyed, and, Breen and the G-man are like competitors, when you pay attention to some sentences of G-man and Breen during some sequences, you'll notice that they know each other and try to beat the other one.
Well, I would say the G-man is more evil, he brought the Xen-crystal to Black Mesa knowing that it'll cause a catastrophy, which will take the lives of many people on earth.
Also, he has control of time, etc., but it's unknown, if he's an Alien or Esper or whatever.
