It's because you asked Thomas Cruz to let you take a look at Smith's bank account.

Reload a save from before doing that and play through the prisoner exchange without asking about Smith.

You will get a chance to do it after the prisoner exchange quest.

I just ran into the problem today. Took a bit but I figured it out: if you DO NOT mention anything about Smith the hunter's bank account to Thomas Cross UNTIL you get to do the prisoner exchange, you will be all right.

I tried it on 2 different playthoughs with 2 different clans (Gangrel & Toreador).

The payphone bug somehow happens because of the Hunter quest.
