its a nice game but i still prefer the base building than this

Yet, there is an I on his hat. He looks like a witch finder.
She is part of the Ordo Hereticus in the campaign.
I think the person is playing as the Imp Guard, versus the Traitor Guard.
There is no Traitor Guard in Dawn of War.
(Unless you consider the Chaos Space marines that.)
