also, it only works for Space Marines...
Good imperial servants can also become Servo Skulls, but that honour is reserved for servitors, adjutants, beurocrats etc. - there's not usually enough of the skull left with Guardsmen to make a servo skull.
Gotta be a Servo-skull because it's heretical to make a pure-machine drone. Oh silly Mechanicum, oh you.
