According to the HH brooks. Primarch Bobby(can't be arsed to spell it right) would actually approve of this action.
Indeed Rawbutt Girlyman always wanted the Codex to be a guide, not a rulebook.
Guilliman only meant the Codex to be set of guidelines. He said to disregard anything written in it if the situation permits/something else was better. It's his followers (and Matt Ward) who did not get the memo.
