It's Vespa 150 TAP, used by the French in 50s and saw action in the Alger War and possibly The First Indochina War. The only reason it was made because it only cost $500 back then.
I'm going to bet that the NLF captured and used a lot of these well into the 1970's. It just seems like a Vietnamese sort of weapon.
