It's normal in Sweden. Im pretty sure that is the designated driver as well

The Gripen are also supposed to refuel on fualstations like these and use the highways as the runway, but have you once seen a fighter taking of from a highway?
BTW in Russia for example it is a part of military training to land fighter on highway and than to take off :)
