Ummm wasn't it the Sith that caused the galactic instability that allowed for Palpatine to take over? Basically all of Darth Plagueis deals with the kind of manipulation that Sidious and Plagueis used to get Palpatine elected. As for Darth Gravid trying to merge the light and dark sides of the force, most Sith considered his actions incorrect.
To be honest the Sith merely took advantage of the instability already there because of the corruption in the Senate.
They sought to take away the Senate by the time they rose to power and assert their control through fear. But like said the core worlds would be complacent since they're the main producers of the Imperial war machine. It's good business for them despite what terror sweeps the outer rime from Imperial conquests.
