imo he was.
He killed younglings and padawans, after the reconstruction he hunted the Jedi, but that was it, he met his demise at the hands of a Jedi knight with hardly any battle experience in Jedi combat, Up to you to vote, was vader a Mock sith lord, or was he deserving of the title?
