for most of time you can force it via graphic card profiles. All Nvidia and Radeon graphic cards have special apps where you can choose game profiles that give you settings like force AA, force filtering, optimizing shaders, or even forcing tessellation. They also have build in simple, easy to use over-clocking tool but its not compatible with all cards but for most of time you can at least force on it 100% power all the time that help with some shuttering.
You can also use external shaders(ENB,ReShade) but they are very performance demanding, and have lots of options that give you "movie filters" that look good on screens but for most of gameplay they make some lighting glitches, and need even more power...
