Before Palace is built? But... he has shoes on. Must've rushed a Black Market.
I have this nagging sensation the Palace is required to build a Black Market, but it's been a while since I last played ZH and can't remember.
Those are the old shoes, before the Worker Shoes upgrade. Some of those poor buggers have crappy shoes or no shoes at all, while others suffer an even worse fate (having to wear crocs until the upgrade).
"Thank you for the new shoes!"

Ive been rereading the title and description so many times now and I still don't get it.
GPS Scrambler makes ANY friendly unit its radius stealth (this here is a stealthed worker).
