no, it does implies that Hooters shirt does qualify as an uniform.
Actually, it's better to apply a stream of cold water for burns. The heat transfer to the ice can cause additional injury on weakened tissue.
I'm feeling too wholesome atm to add a bit my usual humor to make this comment relevant in this group, hopefully me being way too dense about the post title suffices.
Wasn't it that it was actually better to apply slightly warm water?
