HL3 won't be exclusive to steam.

"We think that customers are everywhere, and they want to put their games wherever customers are. That would go against our whole philosophy, to launch something that’s exclusive to SteamOS or Steam machines.”

and it only took 6 years for confirmation.

Xbox One, PS4, PS3, Xbox 360, PC, Mac, Linux confirmed, will feature a E3 2014 Trailer and Demo, and will be Single-Player only.
Reason why its not going to be a "episode" is because of next gen consoles, it will be on a new engine, the game will have many new gameplay features and slight changes to the storyline.. all factored into this decision. Stay tuned.
