What does that text in his shoulder patch mean?
"Avise La Fin" "Byband" ?
it means this: Aviselafin.co
"Byband" is simple gibberish or perhaps a surname. Likely a unit name of his. He looks Swedish and is probably the EU assault general.
Bydand is "Stand and Deliver" the motto of a Scottish regiment called the Gordon Highlanders who were disbanded quite some time ago. So no not gibberish :L
Actually just noticed the patch shows a stag which was the symbol of the Gordons though it's not the same design.

It's not like he looks anything like a general, and certianly not one that you would trust for those matters. He looks like your every day stereotypical First person corridor shooter spec ops character.
And Colonel Burton is some buff dude in a sweat shirt who could knife jets for some bizarre bug.
