He is not chinese...
The APA isn't totally chinese, its an alliance of asian countries lead by China. Only his real name could tell us whether he is chinese or not.
Right, he doesn't look asian.
From all countries on Asia he could be Russian, but that just contradicts with being in that alliance.
How 'bout Central Asian or Eurasian countries? I'm sure China has influence over them by the end of ZH.

I question the use of teargas on your own men.
Unless you're trained to be badass enough to withstand tear gas. What I want to know is if it affects enemies too.

This guy is a hardcore PAP elite and emergency riot squad officer. He might not be of the Han-Chinese descent but who cares? There are even Russians in active service of the PLA.
Gasmasks make you immune to CS gas or any lacrymatory agents. Balaclavas lower the effects but only gasmasks provide protection.
