I personally find blender a little hard to learn at first. But if you look at it's capabilities, it is quite amazing. One 3d program I am watching is Silo 3d. It has the easiest user interface but it lacks a little in a few other areas (I have found it to be very buggy). If you find something better please tell me.
and can i download these off the internet? i would like to mod a little bit of everything with maybe a bit more with the technical aspect

i really need some advice or tips on how to mod it would also help if i could have a list of some programs i need to use
There are a lot of programs out there that can help you mod. One of the big questions would be, what parts of modding do you want to do and what games do you want to mod? Another question would be how much would you like to spend on nice tools? There are quite a few low cost options: Gimp is a great (and free) tool for editing meshes. Blender is for 3d modeling and that is also free.
