Water + Girls + Ship like attachments = Probably Kancolle.
Character a the 5 second mark seems to match one of the characters I've seen fanart of as well.

and it is an edited gif composed from several scenes in the anime. poor Kisaragi though, it's like almost nobody pity her. ):
