Have a company of 20 guys divide it into two squads then the two squads have two 5 man fire teams inside the squad
like this.

have some type of officer to lead each squad and fire team

There are two ways this could be done as a squad system- either a bit like Insurgency, or like Empires. The system I've heard suggested so far, of limited each class, means the Insurgency system could work best. Perhaps there could be bonuses for working in teams- like the leader having the ability to issue orders, which apply to all squad mates a certain distance away- orders could be from the guard codex- for example Bring It Down that gives a damage bonus verses vehicles.

the way it works is that there is no 'SQUADS PER SAY' however if orks stay together they get a mob bonus, making them harder to kill, when 5 or more orks are close they gain extra health, while when guard stay together their accuracy is drastically improved, and both groups gain speed when there are more in the group

well i think a cool way to make squads would be to have each squad member be able to customise there abilitys in the load out so that for example a character may get battle cry and be able to boost the units in a certain radius of them for example "Dawn Of War 2" where using abilitys when in a big grup was much more usefull than while in seperate strike forces =D btw cant wait for this one

Its great that this encourages teamwork, but isnt a group of players hard enough to take out already with or without bonuses? I guess grenades and explosive weapons may counter this because if a squad has to stay quite close to each other, then a grenade could take out almost all of them. Its probably fine for Orks to run around together because this means they have more chance of surviving long enough to get up close and chop some Guard, but for the Guard it makes more sense to spread out and cover the control points so they can have a good view of where they're shooting, if they're in a large bundled group they may get in each others way/line of fire.
