Anyone who has ever run the Tactical Game of the Year edition or Elite Edition of Swat 3 has undoubtedly seen the Swat 3 Editor on their PC Desktop, Those wanting to know how you exactly work it and create believable Scenarios in the easy missions like East La? This tutorial is for you.

First, Open the Swat 3 editor, This will display an open window that lists each Mission in the game along with the special TGOTY Missions if you own that Edition or the Elite Edition, Then you will see an button that is listed "Create", Press this button and it will ask for you to name the Scenario you want to create, It can be any name such as "SF, East LA"=Shots Fire, East La or "BS, Hollywood"=Barricaded Suspect, Hollywood, You can rename any Scenario you make by selecting it in the scenario folder of the Swat 3 folder and make it fully named instead of the small name you decided on.

Once you've named the Scenario, You will have two windows that will have the Disc and the Loading text of your Scenario, The text window above the loading text is where you will write out what the Scenario is about and what is going to appear when you select the Scenario under the "objectives" window in Co-Op mode, You need to detail the Scenario to reflect on the title of said Scenario and exactly what to expect or what it's about, An example that opens the mission briefing would be like this one:Shots Fired, Hollywood, "An 911 hang-up call has been forwarded to LAPD's Swat D-Platoon of an possible hostage situation resulting from an botched home invasion/2-11", Then once you decide on the mission briefing you need to write out the loading text for the Scenario, It needs to be detailed but not too long as the text will not be read-able if it's too long, Something like this is acceptable: "Shots Fire, 910 Tiger-tail Road, Hollywood"

Now that you have done the detailing of the Missions Briefing and the Loading text, You need to select the "Entities" button, This holds all the Suspects, Civilians, and Hostages (excluding Career mode exclusive characters like the "Invasion" Thugs from Mission 4), Based on your briefing you must choose the suspects you listed to be arrested or shot dead if there is no other option, Or select suspects and don't select "Primary" on them which lists the objective to arrest them, Civilians are non-hostages who will appear under "Unforseen Events:Civilians Rescued", Hostages can be left as just "Rescue unknown number of hostages" or if you listed the name of the hostage, You must select Primary to see "Rescue -Name of Hostage".

While working on the Scenario's Suspects, Civilians (if applied), and Hostages you need to create an scenario that makes sense and goes in hand with your Mission Debriefing, That's where the dots on the side of the entities tool bar comes in, These list where the Suspects, Civilians, and Hostages will appear, In addition the right of the dots bar has the Ter/Swat which is where your team and the AI controlled 2nd team (if selected) will appear, You need to make them appear in an logical area, Some examples that do not make sense are: An Swat team that appears in the bathroom (by default) of the house in Mission 2, An swat team starting inside the TV studio from Mission 8, And an team starting inside the town hall in Mission 14.

Likewise you need to think of logically where the Suspects, Civilians, and Hostages are to appear, You can skip this if you press the "Select" all button but that will also place them (in an chance) where your team starts, Once you've done selection of entities that will appear, You can now see the objectives window which lists what you are supposed to do in the Scenario, Now you can save the Scenario but first you will want to play test it in game to ensure it works correctly, And you have just created an Scenario in the "Easy" Missions for Swat 3.

Is there's any way to assign a civilian/hostage character as a suspect and vice versa?

That requires a mod named "Stockholm V1.0" for hostages, Civilians are built it seems by the games code to be either neutral or hostile.

I'll be uploading the Stockholm file later this month

Some of the civilan ai can hold weapons. I didnt know this was still played.
