It does depend on the biome you're in, right? I think that that is a cool feature.
Notch didn't finish the biomes yet, when you start you still either start in a snow land or grass land.
I keep starting in the middle of a desert, or on the edge of a desert and a forest. I've not seen much snow, actually. :p
If I walk far enough, I can find trees with green leaves, trees with brown leaves, snow, dry land, and sandier lands. Are these not the biomes?
