Is that a render that's been modified to look like concept art? Because it looks very different from the rest of the artwork for the game(which looks amazing). I can see some bits in the shadows(which would be softer shadows if it was a drawing) that look like they've come off low-poly models. I can even see it on some parts of the rocks. One of them even looks like it'd be square when viewed from above too.

Some parts of it like sky & distant desert were partially painted in Photoshop though.
Reminds me of Tattooine from Star Wars
