The game isn't compatible with windows7 64-bits, and judging by the issues you are having it's very likely that's the problem.

unfortunately the game is unplayable on my pc hp pavillion 1080el.
It runs at 3-4 fps since the team management window. I don't know why
Same fps issue than mude89. It's totally unplayable.
