Conquest of Elysium 3 is an old school fantasy strategy game. You explore your surroundings conquer locations that provides the resources you need. Resources needed vary much depending on what character you are, e.g. the high priestess need places where she can gather human sacrifices, the baron needs places where tax can be collected and where iron can be mined. These resources can then be used for magic rituals and troop recruitments. The main differentiator for this game is the amount of features and special abilities that can be used. The game can be played on Windows, Linux (x86 and raspberry pi) and Mac OSX (intel and powerpc).

All of these have shown up as opponents recently. Double-checked and there were no mods, so they may have slipped in with 3.18 (maybe those random independent groups that were mentioned?) Right now they're not showing up as a choice for either human player or computer opponent, only appearing with a "random" selection -- is there a way to unlock them?

They have actually been there awhile.
They tend to show up as new computer-played opponents when you find yourself able to use higher AI levels in the game.

There is a way to unlock them. Not a completely legal way (I dont think the devs meant for it to be possible). There is at least one downloadable scenario that uses them. I think its "X marks the Spot" map on the fan site www.CoE-3.com (in the forum)

Yeah thats the one.
You might notice it also lets you play as the Horrors or the Independents. :)
Or you can ally with Goblin King, Archamge, Beholder Elder, or Independents.
