Description

Checksum HBMN after 2nd startup. Added new settler mechanic that allows players to turn on and off colonial migration for individual colonial states. Colonial migration can be raised or lowered via decision, with higher levels costing more tax efficiency. Added new multiplayer 1836 starting scenario that has 26% less individual POPs and half as many cultures as the default Grand Campaign. Certain minor countries have different accepted cultures in the multiplayer scenario to make up for their missing cultures.

This is a great mod!
I have a suggestion that could be implemented using the province selector system:

An "Urbanization" decision that can only be taken once per state that increases the life rating of the selected province by 5 (or to 40 if it's higher than 35) for a rather hefty sum of £1 million (or a sum dependent on pop count).

This way nations not blessed by 40-liferating provinces or city decisions can also create great cities and boost their pop growth.
