More peaceful gameplay through dynamic AI controls. Contains the same changes as TzarMod, choose only one.

TzarCity:
-Added new research called "Declaration of War" to Castle. (This allows ai-controlled players to create all units like in a normal game.)
-Added new research called "Holy War" to Castle. (This allows ai-controlled players to create: European: Crusade Anchor. Arabian: Convert peasant to Jihad Warrior. Asian: Monk.)
-Locked AI so that it only creates certain units; AI will unlock when Declaration of War is researched. AI still researches everything while locked. (Allowed units while locked = European: Spy, Priest. Arabian: Spy, Priest. Asian: Ninja, Priest.)
-Changed cost of Spy from 40 gold, 110 food to 50 food.
-Changed cost of Ninja from 120 gold to 50 food.
-Added new research called "Manna War" to Castle. (This allows ai-controlled players to create units from Mage Tower and Magic Gateway.)
-Modified AI to use these changes.
Updated 01/06/2021:
-Tzarmod update.
-Fixed minor bug in R_common.
-AI always chooses religion path.
-Added check at 50 minutes for AI to see if it has 8 castles; if not then it will collect stone and wood.
-Arabian AI creates more Jihad Warriors.
-Asian AI produces half as many Ninja and Priests to balance attack unit production. Full production is restored once Holy War is researched.
-AI that don't choose Magic path will try building Mage Towers if Manna War is researched.
-Hard AI creates more Mages.
