If subtitles don't match the selected language, type cc_lang english (cc_lang russian) in the console.
Copy the mod folder into steam/steamapps/sourcemods and (re)start Steam. The mod will appear in Steam library.
Do I need Half Life to play it?
Yes, of course. If you don't have it, just buy it, it's just 5 dollars.
