This is fix for texture scale artifacts (you can see examples in preview image).
Installation: put "hlps2.wad" in "ps2mod" folder.

PS2 Half-Life supports textures with power of 2 dimensions only. When BS2PC converts map to PC format it rescales textures back to their original sizes using nearest neighbour method that gives some artifacts. On the other hand Xash3D can do rescale job much better. So I made a hack to BS2PC that allowed to preserve PS2 texture dimensions. Then I extracted those textures and made this WAD out of them.
I took closer look on this mod. It looks like models and maps from PS2 HL were just thrown in PC port of Decay and other resources were ignored for some reason. I think I should make more complex fix than this WAD.
I did some more investigation. Looks like most glithes of this mod are coming from "decay.dll". So new dll with support of animated chargers and scanners is required to move further. Maybe this is why there were no updates for so long.
