Living with a "disability" can be a reflection of civilization. Only in civilized societies those who would have died under more cruel circumstances, are cared and helped about, given a boost to make it in our world, in spite of any difficulties their condtions might provide.
On the other hand, in the harshness of the lands where civilization is savage or merely absent, to survive and thrive without a limb or a couple, without eyes or ability to hear fully, is truly the survival of the fittest.
Fallout's world is balancing on the crossroads of civilization and savagery, and this mod brings in one of the neglected parts of that world: handicapped characters, those who went through horrors of the wastes, got marked by them where others would die, but managed to continue, be that of their own strength or the help of the community that didn't abandon them.

This mod was born from an attempt to, amongst other things, diversify characters of Freeside in my own spin on Augusto's FSRVW. I've created a couple of handicapped NPCs for it, and then I decided I want to give it more angles and don't want to just limit this to Freeside.
I've added 10 characters across the Wastes:
A child in the North Vegas Sewers.
An NCR Veteran waiting with his family at the Outpost to be transported away from the Mojave.
A gambler turned Fiend named Flapstag living next to Poseidon Gas Station.
A travelling ghoul beggar at Grub'n'Gulp.
Two driftin' mercs, one at Sloan, and the other at 188.
A Khan child and a granny, Bitter Springs survivors, at Red Rock Canyon.
Two Super Mutant "brothers" at Aerotech Park.
The NCR Veteran and Ghoul are there only for the first time you visit their locations with the mod loaded (Given their "departing" and "travelling" natures), others are permanent part of the game unless you or someone begs to differ.
These characters are fully-integrated background NPCs with their own scheldures and a bit of environmental storytelling.
Hope this will make your FNV travels a bit more realistic and thoughtful.
