Finally, Patch 1 is available. This patch will fix the campaign bug. You need to start a new campaign!
To install Patch 1 follow these steps:
1. Switch off Rise of the Republic in the launcher if you update your installation. this is not required if you install RotR the first time
2. Start the installer, point it to your ""[...]\steamapps\common\Empire Total War"" directory
3. Click on switch to activate Rise of the Republic.
If you want to do it manually, here is a basefile which you can add manually following the description!

Yes as it would just overwrite the hotfix.
Some Question Here: Can I install 2.21b and RotR at the same time?
No you need to choose 1 version but this feature is planned for the future.

So question, how does the revolution system work, it interest me. Like if i joined a revolution against my country and won, would the flags change and uniforms?
Depends on the country, so far France is done beyond vanilla with new units not only new flags.
