Rocket lock - Javelin and Stinger mode file

This script will add the ability to lock rockets on vehicles and ground, almost like Javelin and Stinger :) If you plan to derail trains, please read the README part where i say some important info make over EFLC, tested in TLaD and GTA IV with patch 1..0.0.7 (or 1.0.7.0?, i really dont know ^^) probably will work on 1.0.0.4 Open source :)
