Just place the save file in your HFM save folder.

I put the folder.in HFM file and it's not working :/
You have to place it in "\Documents\Paradox Interactive\Victoria II\HFM\save games"
game crashes when it's loading :|
I made the mod in HFM version 1.27b, so try downgrading if it's not working for the latest version. Mega.nz
