This is just the weekly update with some minor balance changes and fixes.
As mentioned before, the amount of changes in the original 3.8 was just way beyond documents scope, it would takes months.
However I will give minor balance changes going forward on 3.8 base
Fixes
Item graphics that did not display due to missing files
Monsters
All monster poison damage durations increased in order to reduce the amount of damage poison does per second, the amount of damage remains the same, but a longer duration reduces the amount of damage per second, so poison will be less bursty but will still eat into health and combat health regens.
Some monster damages have been normalized to reduce burst damages so the mod can be hardcore viable
Items
Legendary item pool has been changed and reduced, all useless rolls have been removed, bows will no longer spawn with spear stats and visa versa, this was done to streamline possibilities.

Skills
Some skills have been adjusted due to typos, Burst of Speed from Assassin gave incorrect damage reductions.
Burst of Speed, Fade and Find Potion from Barbarian all now give damage reduction based on character level + internal formula per point spent, so as you level and as you spend points it becomes more effective, allowing for low end and high end experience to be unchanged.

i do get a error message after double clicking mod in D2SE:
"the selected mod demands to use a Custom modDll1 but this does not exist or could not get loaded. Please check the modfolder for a proper installed modDll1 Or correct the settings inside D2SE_SETUP.ini to not use ModDll1"
Most likely it is ASLR. Simply restart your PC and start mod again.
