Napoleon's Legacy EEM v0.3.3a Patch file

Just releasing a quick update here with some various fixes that I've been patching in over the last few days. The biggest change is updating to EEM 0.5.8e. Most of the other changes stem out of a focus to try and fix two issues: Oregon Colonization, and the EIC Event Chain.

To install, simply overwrite the Napoleon's Legacy EEM in your mod folder with the folder in the zip.

Oregon before would not get colonized by either the British Empire or the USA, even after the 54-40 event chain. The reason for this was because on the British end they did not have enough colonial power to colonize another empty territory (most of their states being colonies at the beginning), and on the American end the fact that at the moment, the USA rarely achieves even SP status for long, and would often get their colonies voided because of their fluctuating rank. The issues on the British end may be fixed next update when the status of the British Empire's states are reassessed, but for now a decision has been added to let the owner of Oregon colonize the land immediately once the 54-40 event chain is over.

The EIC fixes were more numerous. It all started with trying to find a way for Canada to actually fight the Bengal Mutiny when they annex the EIC, something that the AI does not seem to be interested in. While this update does not have a way to make Canada actually get involved, it does at the very least make the Borders in the region more tolerable once they lose.

What this actually prompted was a general polishing of the EIC event chain in the mod in general, Nappy left it in a half finished state, with the setting of country flags that are never called on again and even some entire decisions currently disabled in the code, and a lot of the events that are currently active are very easy to break. This update does not add any of the unused content, but it does polish the entire event chain as it currently stands, so everything can reliably fire before the Bengal mutiny for both players and the AI.

Finally there are a few misc fixes. I fixed the Scandinavia decisions so it can actually form via decision with Denmark-Norway existing instead of Denmark and Norway. The Hudsons Bay Company no longer has a decision to colonize Fernando Po, and finally some very minor map changes: Reunion going to the British Empire and Tranquebar going to Denmark Norway.

- Updated to EEM 0.5.8e
- HBC and EIC need to be GPs or have land in Africa for the "Colonization of Fernando Po" decision to show up
- USA/CAN now get a decision to colonize empty Oregon provinces after the resolution of the Oregon Treaty
- CAN losing in Bengal results in cleaner borders: Bengal recieves all cores and Assam is released.
- Bengal now has an Acquire All Cores wargoal vs CAN rather than Status Quo
- Bengal now starts with several military and economic reforms when they revolt, they no longer gain 5 years of research when CAN annexes EIC
- There is now an option to play as Bengal when they revolt from EIC
- Players will no longer be auto annexed if they are playing as an Indian Unciv the EIC annexes via event in their chain
- If EIC wins the starting war against Orissa before their event to take Vizagapatam fires, they will still get the province after the war
- Reduced MTTH across the board for EIC expansion events (down to 10 months), so they can reasonably all fire before the Bengal Uprising
- The event for EIC to puppet Nagpur and Bundelkhand split into three events, one for both existing, and two more for only one or the other existing
- EIC only gains provinces from the event with Nagpur and Bundkelhand if Nagpur and Bundkelhand have those provinces
- EIC government reform event pushed to 1851 so it will always fire after the Bengal Mutiny
- Reforming the government will now force the EIC to fight CAN, so as to establish full independence.
- EIC fighting CAN is now a "Civil War" and CAN fighting Bengal is now a "Conquest" rather than the other way around
- Gave Denmark-Norway PROV2591 Tranquebar
- Gave CAN PROV2126 Bourbon (Reunion)
- Added a decision forcing an AI Afghanistan to lose Quetta to Kalat if Southern Afghanistan gets conquered
- Adjusted AI weights for EIC Government reform events. Not sure if the AI will ever get these events at the moment however.
- Denmark-Norway existing no longer prevents Scandanavia from being formed
- Localization improvements for the EIC events
