MEC2 and Original Factions file

This adds the MEC2 Factions such as the U.N., Israel, and Arabs along with the games original GDI, NoD, and SCRIN. MEC2 Factions won't have AI on maps not built for it but the original factions will so on maps that you want to play against the original factions youll have to play alone with a MEC2 Faction such as the U.N.
