Another quick fix before I move on to a bigger patch. Well, pops consume life needs following the Ricky logic: the middle strata consume more than the poor and the rich more than the middle. This had an unintended consequence: too much wool consumption in the civilized countries starved the uncivilized ones. That's fixed now and at least the the top uncivilized countries should be able to buy all their basic goods. As long as you have a higher rank than China. Can't promise anything if you are below rank in them.

Also, Spain should hopefully become more stable more easily.

The decision to take the infamy and start the excavations will disappear if you have the conditions to take the better decision (you sphered the owner of Luxor or owns it). Also changed the forced event to start the excavations, you can take it as long as any country that owns Luxor is not a GP.

- -Reworked the borders of the Tidore Sultanate. When taking the 'short declaration' decision the Netherlands should annex the missing territory (it won't show up in the decision effect description but you still get it).
- -Removed the Dutch pops in Tidore Biak.
- -Reworked pops in Turkmen Berekt to be more consistent with the rest of the desert.
- -Russia will try to break the Treaty of Tartu if Scandinavia exists and has cores in Finland.
- -Fixed Natuna being in two regions.
- -Reworked military consumption of a few goods.
- -Increased base production of a few basic goods and slightly decreased output for a few inventions dealing with these goods.
- -Western Winds shouldn't fire day one for Qing/Japan anymore.
- -Reworked the american frontier a little bit. Names will be changed through decision later, all provinces owned by the US start with a really small quantity of yankees in it.
- -Guano Islands act decision now needs the technology blue and brown water school.
- -Made ending the carlist/christino wars a little easier and faster to help AI Spain stabilize better.
- -Refuting Manifest Destiny as Mexico should not give any additional cores besides what they start with.
- -Increased tech output for Tea, Coffee and Coal. Balanced wool output.
- -Decreased the population of province 1987 in the Congo by about 200K.
- -Made founding the Suez Canal Company easier. Also made it more dynamic, you can found it even if Suez is not owned by Egypt as long as the owner isn't a GP. Made it easier to seize the Suez Canal when the owner goes bankrupt. Added a decision to seize the panama canal under similar circumstances.
- -Made sure you can't take the decision to colonize Ezo unless Ezo has already appeared.
- -Made so the "gateway to harbor" in Edo for the Shogunate is temporary too.
- -Reduced MTTH for the treaty port events to fire.
- -Each time a carlist war ends (with the carlists defeated event), the next one will take longer to fire (aka the MTTH for the "return of the carlists" is increased by 50% each time a carlist war ends).
