Halloween Mod updated to 3.1.0

• Equipment pumpkin now give ammo for all weapons.
• Cosmetic equip state now saved on player disconnect.
• Added localization for empty comsetic menu text.
• Added PInv_Event_Destroy forward, call when the player inventory api plugin destroy the handlers.
• Cosmetic api plugin now destroy handlers after player inventory api plugin.
• Monoculus rocket speed reduced to 720 ups.
• Fixed issue when the player losing some cosmetic items after disconnect.
• Fixed issue when the player's inventory was not saved after the server restart.
