Fix for Legio 3.0 file

The 3.0 version had a small issue where Syracusan Hoplites were recruitable in Messana instead of Syracuse. This small patch fixes that. The original Legio 3.0 is now updated and corrected, so this fix is only necessary for those who downloaded the mod on 5 August 2021 before 9 pm London time. Save game files are compatible with the original Legio 3.0.
