When I installed it, it launched up "correctly", played intro, started new game... And dropped me to vanilla Fallout2 campaign.
I must be doing something wrong, and I can't find detailed installation instruction anywhere... Maybe I'm blind or something.
Are running fores.exe and do you have Resurrection files in Resurrection sub folder in Fallout 2 folder? Meaning path to fores.exe is supposed to be Fallout 2\Resurrection\fores.exe
If all of that is OK, try run it as an administrator.
Do not copy the files into main Fallout 2 directory. That won't work as you have found out. You need Resurrection files in its own Resurrection directory in Fallout 2 directory.
First of all, in WINE, you need to set "native,builtin" for files "ddraw.ini" and "ddraw.dll" in the Fallout 2/Resurrection directory in order to ensure that all Sfall functions run properly.
But your problem is probably with DirectX 9. First try to change the graphics mode using the Configuration Program. The "Original - 8bit" setting is your best bet in this case.
If non of the graphics modes work, check if you have any DirectX dll files in Fallout 2 directory (with "dx9" in its name, like d3dx9_43.dll file). Since original Fallout 2 runs for you, it's possible you have them there. If there are such files, copy them into Resurrection directory.

ddraw works fine for Killap's Restoration Project, and default settings are just like you've mentioned - I'll double check it when I'll get back home. :)
Original-8bit might actually be the case - I remember having problems with higher colour palettes. Besides, I like original 640x480 8bit the best :) It's the only reason why I still keep 4:3 monitor around :)

Under Linux (1.8.5), when launched from sub-dir it fails sailently. Same thing on Windows XP running in VirtualBox.

I've tried with two different versions from GOG - and the story is the same under Linux. Under VirtualBox, however, with older version - it launches up.
Yet I can't launch it fullscreen because mouse get's crazy ( I know this issue from the past, had same thing with Restoration Project. I can't remember the fix now, but it's out there for the patient ones.) If launched under variable resolution, every button instead of "credits" in the main menu falls back to main menu...
But I finally got it running in windowed mode, making some tweaks to my WM to get an experience as close to intended as possible.
I found the necklace, I got healed, things are on the right track ;)
I'll make a review for this for sure once I'll finish it. And I won't take technical problems I've encountered into account - it's extremely hard to launch classic Fallout games on modern rigs anyway, I know what I was getting into.
And I can pause the game, so its working but I don't see my character and everything is grey, except the place where the action bar should be, that one is black
Update:
I waited a little and now I only see bugged textures of my character in the grey space, but, the game is running because I can pause the game. I can scroll through the grey scenario, but there only is bugged textures and bugged textures that change when I scroll.

Ok, I'll try to do this again this evening and I'll post whatever I'll find out.
As for the "run as admin" thing - it does not apply to me, as I'm using Linux with WINE software for it, so it runs as admin automatically.
I've been trying to fiddle around with it some more yesterday and here are my results:
When I'm launching the mod from Ressurection subfolder it just dies quietly, nothing happens.
If I copy over all the files to main Fallout 2 directory, it launches up and everything looks fine, but it gives me vanilla campaign.
I'll try again with fresh install.

Help me! The Mod goes good until the start, after the first movie, the screen turns grey!
