Empire of Evil is a 3rd person, Super Villain sandbox. The player must start from nothing and create a character, build up power and resources and eventually concur the world. The player does this using everything from diplomacy to doomsday machines. After seizing control, the player must then do their best to keep it. This version of the game is in the prototype phase.
