My Documents\Red Alert 3\Mods\ Then put the Cryomod or CryomodAllies folder in here. Start the control center and go to the mods tab. Select the mod and press Start Game.
is this the fixed version? or is this the one that made your game crash?

The download comes with a readme for the Allie's changes. The Soviets now have updated units and a couple of new ones.
The changes really don't seem all that imbalanced, but...you broke Soviet engineers. They can't capture anything...
That is very serious error. It will be something I fix in 2.5.
Yeah, I was having fun electrocuting everything...until I realized I couldn't capture ANY structures with my engineers.

Bah, I hadn't even noticed they can't repair...fix this one bug and this mod will become a lot better.
Oh, and maybe set it so the multi-gunner turrets get the crio beams from basic infantry instead of the shotgun.

IMO, this is a good mod, but i think its needs more substance.
What you need is the cryo-legionaire unit from Uprising
