The famous Data Editor from Battle Realms, this one is in particular special, it works with all versions even Zen Edition and any other version ahead of 1.50q, you can always edit the newest and latest version with this tool, you won't need to update it and so on. I have been using this tool since about 10 to 12 years, which i am proud of.
Extract it where you want, and make sure to backup any .dat file you wanna keep Vanilla, and mod only the one you copied/ transfered to another location and have fun!
If you wanna play with friends, make sure to give them the same .dat file and then you both should be good! Your game will appear as Version X.XX [Modded].
to do anything, just press "OPEN" and find the .dat file you wanna edit, and then whenever you are done press on "SAVE" or as "SAVE AS NEW FILE" and done.
You can do everything you want, if it is model changes, building changes, provinc level changes, stat changes, weapon types, weapon how they even react, or make your own shit with reserved slots, and so on. This is now all up to you and what you learn from it.

This is the very first Data Editor, it has no limits and doesn't need to be updated.
It was updated in gamingterritory before it's shut down it was a minor update by the author. to be exact a quality of life improvement since it was annoying to exit the program just save.
you just press SAVE and then close it afterwards just like any other programm you save in

I found BaseMaxMonkNinja under Data_Clans and added number 10, but it doesnt seems to apply.
I honestly don't think it works. I tried as well to change the number of monks and ninjas but failed.
It's hard coded it won't ever let you, unless you are the developer
