Because i guess it's a lot of work, so you'll stop the mod before even really starting it.
So i think you really should do it that way, adding gameplay before dates.

I know the relesed bookmarks are not 100% complete and thats because there is a lot of work to be done and most of it cant be seen on the map .I was thinking to complete the bookmarks only after I relese them all but maybe you are right so now I decided that after I will finnish the third one I will give them some quality .
I think it would bring some player to the mod, and maybe some guys to help you.
And, if you do the gameplay part now, the next bookmarks will be playable for the most part
is it including the nomad government system?

It worked with the patch 2.4.1 but now i will update it to work with the new ones
